Stead published a series of articles collectively called 'The Maiden Tribute of Modern Babylon' wherein he describes his purchasing of a 13 year old prostitute. This article series was a sensationalized propaganda form that was used as justification to hike the Age of Consent above puberty. WT Stead later outlined the 'Government by Journalism' concept which pertains to the media producing propaganda narratives that affect Government Policy. Stead used his story that resulted in the age of consent hike as an example of this. The 1800s anti-suffragists explicitly predicted that hiking the Consent Age would lead to blackmail issues.
