because it's the devil they know. Cartels are primarily interested in making money, give them a wide berth and the collateral damage is kept at a minimum. Going to war with the Cartels without express US backing would mean even more glowie support funneling weapons and buying drugs from the cartels to protract the fighting. The end result is at best a short lived peace followed by the CIA propping up new cartels. Mexico can't hope to beat the US in a war, so the source of the problem will continue to remain. Sheinbaum won because several dozen competing nominees were murdered, kek. She knows she has to put on a tough face, but she's playing ball.

Also the only reason Canada gets to enjoy the peace it has is because it completely neutered it's military and is culturally, linguistically, and racially closer to US, but that's changing fast. If Canada becomes less white, then Mexico will become the template for their future.

Wherever power was concentrated is the part that mattered most, and obviously that was Mexico proper, that being modern-day Central Mexico, basically CDMX/Estado de MX, and all surrounding states roughly corresponding to the Reino de Mexico in the larger Virreinato de Nueva Espana, as pictured here.

Contrary to popular belief, the secession of Texas and California were not exclusively Anglo affairs, but also enjoyed broad support from the less dense peripheral Hispanic population, who, after annexation, publicly renounced all ties to the Mexico which they never truly felt themselves to be apart of, and swore allegiance to the United States.
