Maybe, in the USA its' different, the concept of only providing personal information when necessary is highly ingrained in our culture. Most people don't even use credit cards to pay for small budget items here because our credit card companies are insane and will use things like biometric data, relationships, even your marital status to decide how to change your rates. Which is legal here.
