When I was a wee lad, they taught us that the US never started a war. That really isn't true, but the grounds that they used for declaring war was ambiguous.

Now we talk about how we don't win wars. That's not particularly ambiguous. It's just that we don't always get an all-encompassing terms of surrender. Unconditional surrender was never really forced until WW2 although the Civil War was mostly a total victory.

When it comes down to it, we've ended wars under our own conditions since WW2. The peace just either wasn't official or didn't last for countries who were mismanaged countries on their own.

If you really wanted to natter about Russia, you'd have to toss out the Soviet era and earlier, or accept that they lost to Japan in the 20th century.
