It's not unbelievable that photographers wanted to get a photo of Trump right after he was shot at. The crane holding the flag was hit by a bullet, it was spewing hydraulic fluid. That was against the wishes of the Secret Service, they wanted to keep him covered up and rush him out once the shooter was down. Trump went along with that, but first wanted to show he was ok and wasn't afraid, so he did what he did. He's a big guy, they weren't going to pick him up and carry him away if he was unwilling to do it exactly the way they wanted. He wanted to get his shoes too.

Now that that one shooter was down, they could take the calculated risk to un-dogpile Trump to move him to a safer location than on a stage surrounded by thousands of people, while keeping him surrounded. Another thing that makes it seem fishy is the precieved slow response from security and law enforcement. I'm not going to pretend like I whould know what should be seen as typical but the fact they had guys in the building the shooter was on with bystander witnessing and reporting a man climbing the building is strange. Or that a building overlooking the event would be outside of the security perimeter is an odd oversight to me.
