Texas birth rates have been falling in recent years, mirroring a nationwide trend, but at a faster pace than the U.S. average.

Advocacy group Children at Risk cites factors such as rising child care costs, limited health care access, unstable housing and a lack of paid family leave as barriers that can make it harder for families to have children.
Kim Kofron, senior director of education for Children at Risk, said the decline is not just about changing personal preferences — it also raises concerns for the state’s future workforce, economy and schools.

"We're projected to see a decline of 2.7 million children across the country by 2031, in our K-12 system," Kofron said. "So school districts are already starting to feel that crunch and see that shift."

Government proposals to boost birth rates have included cash bonuses, fertility education and larger tax credits for families.

“Tax credits are great, but they're very small compared to the cost of child care and the cost of housing," Kofron said. "If we really want to fix the problem, we really need to think about the system holistically."

I think you are over estimating how much of the birth rate decline is being caused by factors like economic stability, and how much is caused by much less related economic factors. People in the past, with much worse economic conditions than now, still had plenty of kids. The real factors driving the decline of birth rates are urbanization and distribution of extended family networks that helped with child care, alongside with allowing women to work en mass outside of the home and not forcing them to be financially dependant on men. Doing something about those issues would be far more effective than just giving out more gibs.

When polled, young couples (i.e. the people who would be having the actual babies) cite exactly the concerns I cited as primary metrics for their choice to have kids or not. It does in the US. The actual problem is people not being able to secure what their society believes to be the appropriate resources for raising children. In most places, that's wages being too low and cost of living being too high. But that can happen for a number of reasons.
In Japan, they ran out of jobs and housing due to their own population growth on an island that was already well populated even before industrialization. And we also sabotaged their economy to make it even worse, which is why it started so early there.
The US is a very different situation. We started with a nearly empty, resource rich continent not that long ago and were nowhere tapping it out with normal population growth. Without immigration, we wouldn't be facing the problems we are now for another century at least.
