Iran has been under maximum pressure sanctions for decades and on top of that there were secondary sanctions for any country that trades with Iran. All of this obviously affected Iran yet despite more than four decades of this, a regime change did not occur. Instead Iran has successfully developed Inter-Continental Ballistic Missiles as well as established itself as a global military drone power. That's the opposite of a dumb regime.
