Not really if you do it by the law but it is if you do it bent, for example you can enter illegally, start the process after some years and get retroactive time for the green card, or downright marry someone. In Mexico you can't jump the process by marriage but you can move some strings to get the 3-year treatment.
You can stay 10 years in the US and if your employer didn't give a fuck your timer will not start unless you pull some trick about illegal residency, it's all retarded due to human rights groups.
