It's time we start building megacities. Huge single structures with commercial district on the ground levels and apartments in the upper levels. The basement levels can handle all municipal services, like water and sewage. Then people get assigned an apartment and a role in the community.

No, every single house for sale and any building that is empty, i.e. a summer vacation home that is not a primary residence, should be claimed using imminent domain and each "homeless" person should be given a house, tax free, loan free, owned outright, but if they don't maintain the property for one decade they are to be executed without trial.
