Completely illogical. There is no selection pressure for intelligence in a resource rich environment. Cows can eat grass forever, maybe one mutates to be sentient, there is no selection pressure that would make that intelligence an adaptation and those genes wouldn't increase the fitness of the cow, thus no evolution. Scarcity requires intelligence for planning and resource competition. The highlighted region of Africa in your little image there is incredibly resource rich. Dumb animals can just find food on the ground and so intelligence wouldn't increase their fitness, and thus the intelligence wouldn't propagate. If you believe OOA you come from a resource rich environment.
