Black people were moved into the cities after WW2 as a defense against nuclear annihilation of cities.
The U.S. used to have all of its major corporations, human capital, and resources located in easy to destroy dense urban areas.
With the civil rights movement, desegregation, low income housing, and "urbanization" of the previously rural black american population, this caused the inevitable "white flight" and rapid decentralization of american human capital and valuable infrastructure.
This proved a valuable defense against first strike nuclear attack by the Soviet Union, making it likely that they would face counter-strike and defeat from a more decentralized American populace compared to the relatively more concentrated Soviets (Moscow, St. Petersburg, etc.)
