No, the state didn't build the public housing in every country after World War 2. In the US it was two large factors.

1. Women were actually tired of doing factory work during the war and for the first time in US history voluntarily OPTED OUT of participating in the workforce full time.
2. The value of labor because of item 1 and because of the death of a lot of able-bodied males during the war meant that there was more demand for labor. And businesses paid a lot more for it.

Both of those factors provided enough market capital that the output was huge demand for housing, and this lead to sprawl. Municipalities built their entire tax revenue systems onto the continued growth of selling and zoning new construction parcels within their jurisdiction, with no plan for what would need to be done once they ran out of plots to sell.

Addendum: It doesn't matter who does it or how. The value of real estate needs to be driven down now and fast by increasing supply. Different countries used different mechanisms to address these issues (or ignore them). Singapore for instance nationalized all of their housing and just leases them on 99 year terms and built them absurdly fast.

Here's the deal. Democrats control cities. Democrats do not want high end apartments built, because that will change the demographics of the city and jeopardize their hold on power. So democrats use tax-payer money to build 'affordable housing' which is uneconomic to operate. They also pass rent control laws and restrictions on evictions, as well as raise property taxes.
Cities should be gleaming citadels for the rich. This massive concertation of wealth will give the wealth sufficient political clout to design and build abundant and affordable workforce housing, with the public transit needed to transport them into the city for work. Crime will also not be tolerated.
Instead, under democrat leadership, cities are slums full of poor people and criminals.
