Nothing changed. He was like this back then, too. The only deal difference is that he had adults in the room willing to say "no" to him on his most retarded ideas. He was never this retarded in the first term because a bunch of people (a huge amount of them, if you remember the turnover) literally clawed him back, tooth and nail, from the ledge he wanted to toe again and again and again.

Remember how J6 was the final straw for a lot of them? It's because of how he handled it, sure, but it's also because they finally realized that no matter how hard they tried, Trump was never going to be a decent president or even person. It was the final straw when many, after four long years of tard-wrangling him, had to admit to themselves who and what he is.

The "lesson" he learned is that he needs less competent people and more yes-men. The result is a snowball effect of confidence. As he does more retarded things and receives praise from his yes-men, he grows more confident; as he grows more confident, he does more and more retarded things. It's a vicious cycle.
