Casualties always skyrocket during major offensives though, so your reasoning is backwards.

Not necessarily, it depends on the enemy's defenses. If the enemy is severely attritioned and outgunned like the Ukrainians are, then casualties on the Russian side will be quite low.
Based on the total number of Russian troops, a 60K KIA hit in one month, will put the brakes on any offensive. This is not the Red Army from WW2 and the Russians are generally casualty averse in this war. Prigozhin and some of his prisoner formations in the Battle of Bakhmut being an exception, perhaps.

Also, there is not a single credible source to back up this number that that idiot Marco Rubio is pulling out of his ass. It amounts to

The Western front in WW1 was actually more static until 1918 between powers of parity. This war has seen large territorial exchanges from the early phases, to now more one-sided acquisitions.
WW1 isn't a great analogy except in one regard. Ukraine may experience a rapid collapse similar to Germany in 1918.
But one cannot say even that with much confidence because these comparisons are apples to oranges. This is it's own unique war and we have to stop making WW1 and WW2 analogies.
