That's part of what the jobs.now website is doing.
When a company wants an H1B visa approved, they have to publicly advertise it, and show that no qualified Americans applied. And then to make the H1B permanent, they have to do the same thing. But what the companies do is intentionally put these job postings on super obscure websites, in the hopes that no qualified American will ever even see it. Jobs.now scrapes all of those semi-hidden job postings and makes them more visible.
If a qualified American applies to one of these jobs, but the company still tries to make the H1B permanent anyway, they can get into a lot of trouble.

Companies prefer hiring H1Bs because they can treat them like pseudo-slaves. Their residency status is directly tied to them keeping that job. If an American is being underpaid or mistreated in some way by his employer, generally the worst that will happen is that he quits or gets fired.
