You can buy them on Amazon. Or you can bu6 a high power laser diode on ebay, just hook up to DC power and cool it. You might need a laser diode controller, but a PWM DC motor controller might work too.

Also it's very dangerous and can instantly blind you super easily. A normal 5mw laser is 0.005 watts and still flashes in your eyes good. A 1 watt laser will instantly blind you if it bounces off something.

Wouldn't maximise damage, and probably wouldn't do much to better quality cameras.
LIDAR works well since it scans its surroundings by spinning a laser around while measuring the distance to various objects.
That means it maximises the number of CCTV cameras it damages while with a handheld laser, you'd be limited to just the cameras you can see.
