this is goymerican style entrapment, and in times where there's rampant criminality, focusing on stupid placation like this signals they are total failures as law enforcement and have given up on trying to combat real crime, so they engage in schemes to lure in 'would-be' criminals
in reality, what they're doing is working to create criminals because they can't effectively go after the criminals that are on their plate
this sort of thing leads to cities going bankrupt, police getting defunded, not because of any particular action, but because they have no one to tax for it anymore after anyone worthy has left their city, and then they get privatized police that serve no one but trample on everyone other than their paying customers
