The point of welfare as it has been weaponized is to keep people powerless. That's why you have to be poor to get it. Money is a proxy for power. The government would be happy to subsidize a citizen for their entire life as long as they remain poor, because then they are powerless to do anything. Immigrants receive welfare because life in the United States is expensive, but it serves the same purpose. There is also the added bonus that they will actually create more slaves for the plantation, unlike the natives, so welfare is handed out like candy to any one of them that will come here.
Once they are integrated into the system, they can be used to suppress wages, because now that there are 20 million other people to compete with who will work for next to nothing citizens have to content themselves with working for the same wage. This drives them towards powerlessness as well. Then, you can take your serfs and pay them peanuts to build housing, which is bought up by the lords and ladies of the land to be sold back to the pesky bourgeoisie, who, recall, must now content themselves with working for those same peanuts, for $1,000,000 or whatever, thus stripping away any remaining generational wealth from them (as they simply can't afford it with the money they are actually making) and giving it straight to the nobility. In the end we will all be serfs once again.
