soviet cars are still popular because those are kinda open source. You can tweak them into anything and there are millions of hacks for them. And whatever happens with it you can fix it yourself. Factory manufactured parts for them will cost you less than 10$ in most cases.

Modern russian cars are ok but those would be considered a budget option by americans.
In general it is very hard to compete against china now.
