Thirteenth Tribe is written by a jew. The Khazar story is largely derived from two sources. The Khazar Correspondence, which is known to be fake and the Kuzari, a story written by a Spanish jew in the 11th century. The Kuzari story is very similar to the Khazar Correspondence and one is definitely derived from the other.

Good luck finding their capital city Atil/Itil. Good luck finding any concrete evidence supporting their existence at all. Or that they were even Turkic. Kiev was heavily jewish even at the time the Khazars supposedly existed.
