Yes. The book 'Bullshit Jobs', despite being written by a jew, explores this idea rather anecdotally but well enough.
One of the primary drivers is "management creep", basically;

>more are hired
>now there's even more sitting around doing even less work

And the cycle continues until a formerly billion dollar company is somehow hemmoraging money. When hard decisions need to be made, they're made by those least productive people. The workers on the floor of the company aren't party to the meetings that decide their fates, they're too busy actually working, and the cunts in the offices obviously aren't going to lay themselves off.
This is the life cycle of all big companies.
