Disciplining an unruly child in public is legal and probably something we need to see more of, its decline is why useless societal drains like you exist in such large numbers today. Canadian law protects such action as long as they are against the child's body, not their head, not physically damaging to the body, and done for correction rather than out of anger.

The real issue here is the pathologizing of action by everyone involved: the lifeguards et al. pathologizing the father's disciplining of his son as "abuse," and the father pathologizing the response as "racism." In both instances this pathology infects the child's sense of self and relationship to the world (not to mention Jiang's). Letting events like this be a future funny story over drinks would be far healthier to all involved. Events are what we make of them, and convincing yourself and everyone around you that you/they have been "victims" is the true source of harm.
And finally, kids who are unruly at this age usually have a blood sugar regulation issue, which they eventually grow out of, but it goes undiagnosed and is seen as "behavioral issues" during these years when it's actually just the kid's insulin level crashing. Give him some fruit juice, a spoon of honey, or a small piece of candy and you'll see him transform just about instantly. But the last thing parents want to do is "reward" the kid's bad behavior, so the last thing they get is the small bit of sugar they actually need, and a cycle ensues. Out of a litter of kids you'll usually have at least one with this issue for some period of their childhood.
