There's some pragmatism and utilitarianism to it. Also a dose of altruism that can manifest in benevolent and malevolent ways.
Keeping the ill-fated-to-live alive gives us live test subjects to study to improve medicine, education, and drive research. There's a whole economy around it. Even when you fuck it up and do horrible things, you can still turn it around on its head and claim altruism (the malevolent kind) because, "hey at least we tried."
Sure, it's ultimately the more compassionate thing to just end these people's suffering but if we can keep them alive long enough, they become a very strong collective battery to charge societal advancement.
it's a balancing act and what you're seeing are the imbalanced components coming out. But at the end of the day you're going to have to accept that society has to keep as many of these mentally ill, genetically abhorrent abominations alive for as long as possible.
We can only hope and try to reduce the damage it does along the way. I'd wager everyone in this thread and on the earth has at least 1 genetic flaw that, if expressed greatly enough, would've made (your) genetic bloodline die off ages ago, but survived due to advances in medicine.

Postive eugenics is much more feasibility implemented. In the absence of corresponding negative eugenics programs to serve as contrast the promotion of the positive selection of desired traits, if implimented in a generalized enough manner, may not even be readily viewed as eugenics by some. Plus the cultural and poltical atmosphere neccesary for negative eugenics program to be feasible with the strong associations that exist there would have to be one extreme enough that mass deporations and potentially even active racial conflict are likely on the on the table already which would make it a slower less effective solution to altering demographics to begin with. A sort of solution which would leave you with a significant very resentful disenfranchised population with no future to look forward to admist an already tumultuous poltical environment that would remain of problem fornthe entire lifetime of those generations. I'm honestly pretty skeptical about the effectiveness of positive eugenics too though for the fact we've got a pretty poor track record of it in regards to animal species creating significant health issues is our persuit of particular traits, not to mention the issue of who ultimately end of defining and selecting what "desireable" traits may be and how they can present it's own issues while compounding with the first.

Plus there's the whole social darwinism thing and the self domestication hypothesis so even if the traits selected for in the particular context of that culture and civilization are broadly positive for those people and their purposes, even should you avoid accidentally reenforcing objectively negative traits like those actively detrimental to heath and survivability or reproduction, they could still leave a population unfit for and vulnerable to threats outside their civilizationand culture they aren't well adapted and are infrequently exposed to. In that sense some degree of diversity of a sorts, though not necessarily of the ethnic variety, really is a strength. You want a population with its subsets inclined to a broad variety a behaviors for the sake of adaptability and the fulfillment of different roles to meet different needs and challenges.
