First you have the public sector workers, who are primarily hired along the party line, while those who dissent too much are often fired and replaced with loyalists.
Then you have the small fry on fraudulent disability pensions, on permanent medical leave, thinks like that.

When I was 19 years old I qualified for a scholarship in the UK. I prepared all the documentation, contacted the embassy, had everything ready, and was only waiting for my University to complete the transfer paperwork. For two weeks they delayed my application because the University rector was expecting a bribe from me. It got so bad that I had to ask the UK embassy to step in and exert some pressure on them, and they told me in confidence that they had threatened to end the entire scholarship program if there were further delays. I spent two years there, exposed to a different culture with a different work ethic and a different worldview, where things work the way they're supposed to and the law isn't meant to be something to be exploited. You don't really understand how bad thing are unless you see how good they could be. It sickened me when I returned, and I understand why nearly a million people have left in the last 10 years.

This is very normal in Serbia, every few decades there needs to be artificial division between people and for cities to be burned down to ground. As for the UK, I feel bad for it because the native Britons assume goodwill by default, they don't know what kind of exploitative subhumans the 3rd world produces. When I was staying in the UK there was this supermarket that sold exclusively goods from the Balkans. It had workers from Serbia, Turkey, Albania, Croatia, Macedonia and Bulgaria. The flags of all countries, including Kosovo, were displayed, and nobody had any complexes about working with one-another. People tend to forget how bad things are in the home country because they get hit by melancholy, and being foreigners in an unfamiliar land. The "Balkan nationalists arguing from their apartment in Berlin" meme exists for a reason.
