They're thinking ahead to 2028 and trying to walk the tightrope with him.
He has no actual political accomplishments to point to before becoming vice president, as his entire political career consisted of Peter Thiel buying him a Senate seat in Ohio in 2023 then buying him the VP spot in 2024. So they're going to lean heavy on his "executive experience" as VP for his 2028 campaign.
But they don't want him to get saddled with the actual one inevitable political baggage that four years of being associated with Trump will bring, so they're sending him off on vacation except when he needs to do press (far away from Trump). They tried having them appear together in official capacity with Zelensky but that ended up being a disaster and creating Vanceposting.
So there's no way in hell they were letting him in on a Putin summit.
