Like in a story? A government (or at least parts of it with the rest implied to be there). For example with George Orwell in 1984 you have The Party and various ministries though you only get to see glimpses inside of them. It doesn't have to be so direct though like in Animal Farm you have animals following rules and occupying a place in their animal society. Both describing a government but in varying levels of abstraction.

Sure, we can start with a state where the conflict is in its contradictions. A martial state that's justified its very basal desire for glory and expansion with slave morality - it's liberal in its outlook, the transcendent is in decline, very utilitarian, very egalitarian in the values it espouses to other states.
