It seems shortsighted to believe that eugenics can save us from the inevitable civilizational decline brought about by the dysgenic effects of civilization itself. An immediately obvious problem is that eugenics goes against the very instincts that give rise to society itself, and so while it can be maintained for a time, it will inevitably come up against the dispositions which have enabled civilization in the first place.
For an advanced civilization to occur, the propserity of one's offspring and of those of the wider community have to be highly valued. This valuation has to come about as an adaptation to the environment over many generations. Eugenics not only immediately offends this organic valuation, but if it was somehow still enacted it would also slowly overwrite it over the centuries, which will lead to the erosion of the emotional supports for civilization and thus civilizational collapse. Abortion is a good example of this. Civilized people are offended by the idea of it, while barbarians partake in it without a second thought. Why do you think this is the case? Is it just coincidence? Of course not. Civilized peoples feel empathy towards their offspring- born or unborn. It is an instinctual conviction that is merely given a religious coat of paint to justify it.
Furthermore, civilization is always first spread through what Spengler called an Apollonian spirit, and what Jung called a solar consciousness. These both refer to an external, expansionist form of psyche that can only be formed in the wild. Recreating it in an artificial form is impossible, and even if it were possible, the descendants who are taken by it will seek to reform civilization in their own image, or even to destroy the artificial world as they will know it.
