Applying doesn't matter for H1Bs. There is no requirement for employers to look for local people so they can apply for H1Bs.
However the total sum of all H1Bs that all employers together can hire in the US is capped at 85,000 per year and allotted via a lottery system.

The jobs this site is talking about is for the PERM process which leads to Green Cards (after H1B , 6 year work visas run out).
And applying won't disqualify an Indian in that. The only way to disqualify an Indian from that would be by applying AND acing the interview.
