This is way over stating the case.
I don't think there is any state in Australia where you could get away with that response.
What you want to do is get out of your car and grab his arm to prevent him doing any more damage. If he tries to resist you by pulling his arm away then this could reasonably lead to a scuffle where you 'inadvertently' knock his off his scooter while trying to prevent him from doing anymore property damage.
Of course if he violently resists you then you may be justified in using violent force against him, but even then I wouldn't want to be in a cucked state like Vic if I had to defend that use of force to the cops.
And if he doesn't resist you and just lets you hold his arm then you are pretty much stuck in that position until the cops arrive and can take over. Maybe if you're lucky some bystanders will come over to help and give you a chance to get your car out of there without further damage.
