Yep, but here's the catch: phone calls are always tracked. If the number isn't from the US it will be evidently marked as a scam so forget about using numbers from other countries. If a single machine manages to do all the calls simultaneously where will you get the numbers?

So let's considered you hide your machine information behind OPsec by running a virtual machine in 100 different computers. Do you have any idea how many calls and numbers would be needed to in fact destabilize the system? After the 4 or 5 fake call they will notice something is off. This isn't like a massive DDoS.

Spoofing numbers you don't own is illegal but not enforced. I run an on-prem Cisco call manager for a medium sized business with 300 DIDs but nothing stops me from setting arbitrary outbound number masks for numbers I don't own. If they want to trace it back they'd need to subpoena the carrier who routed it, which will take time. You could probably go for a couple weeks before having to start on another number. Literally all this takes is a VM and a copper line, and nothing would stop you from running a hundred of them in each state at once

This is just a thought experiment to be performed in a Minecraft server though
