It's retarded. A 'master key' that completely circumvents end to end encryption would spell the end of any confidentiality of all communication as such a key would be quickly acquired by enemy agents and used against the EU.
Second, you could just add another app layer and only send encrypted messaged to the chat app which it then send end-to-end encrypted (or not) and is at least once encrypted.

And that is precisely the reason for the war on APIs and scriptability of websites. Have you seen all those "prove you are human captchas". All online sevices nowadays are intended for direct human interaction, not programmatical interaction.
