Ofcom has launched an investigation into 4chan obviously Ofcom is going to find 4chan guilty of something why wouldn't they considering platforms like Wikipedia might need ID verification

It is possible to block off TOR entry nodes at the ISP level and most are publicly listed, while they probably won't get all entry nodes that's enough to get 99.99% of the public in a walled garden self-censoring because everything they post is tied to their real identity. They probably won't go quite that far anytime soon but that's clearly where it's heading directionally.

They're already making it so that if you bypass sites that require a government ID, once that gets implemented, then you'd be breaking the law and could be fined.
So that means TOR will just make browsing the internet illegal, and then they'd have legal reasons to remove TOR.

To be honest if 4channel was still a thing 4chan would mostly comply within the regulations, it hasn't got a big enough UK userbase to be a higher priority site on their rating system, I'd be surprised if it ranked higher than the lowest grade.
