I don't even think it's that. I think it's just greed. When people can help themselves, they pull back to keep a system going. If people can't help themselves they just pour everything they have into it regardless of how bad it's going to fail. Greed consumes everything and the last thing to go is always the means of self-preservation. When they rip that pillar out of the structure to feed it to the gold machine the whole thing is going to come down.

If they can't help themselves then that is what is going to happen.

I don't know if the people actually in charge are idiots, it would be beneficial to have the outward facing people in charge seem to be idiots as plausible deniability for the things they do. They probably have models of each different type of brains and what types of experiences and stimuli affect them in different ways, so they can orchestrate events and pull people through them to get to the place they want to be.
