Because it's really really expensive. a 6 pack is between $11-16 now. Any reasonable bottle of Liquor starts around $45 and goes up from there. A beer in a restaurant is about $8, liquor in a restaurant is about $15
It is taxed to hell and back by everyone levying their State, Federal, county, and city sin taxes all over it from fermenting to bottling.
And police are laser fucking focused on screwing over anything in anything in remote relation to alcohol.

Basically there are about a dozen different lobbies and groups that are anti alcohol, and they made it really frustratingly hard to drink any at all even in your own home.
