It's two isolated shootings and they don't even say the 2nd one was an intended assassination of the CEO.
I am paranoid that every assassination is Mossad nowadays, because they are the most assassination-happy group ever to exist. Luigi's one was very fishy but the 2nd one seemed just covered up so it may have been genuine.
