That's another issue, and it seems to be one of mistaken perspective.
For example, you often hear of people being considered "in poverty" here in the UK. And that amounts to living in a council house, having to use a bus, and buying the cheapest brands, with only enough money left over for a smartphone, cigarettes, booze, weed, and the occasional holiday to a caravan park. That's the lowest of the low before you're actually homeless and on the streets, and the government is constantly trying to catch people and stop them at that level.
But, again to bring up Thailand, there are obviously much lower standards of living that are being neglected here. There are people who live in self-built shacks, who run stands making drinks or street vendor food, or spend their days just collecting bottles to trade in for pennies. THAT is a really low standard of living. To them, the benefit drone lifestyle would be luxury. And yet their lower standard of living hasn't made them lazy like the benefit drones, they're actually more determined to find a way to make money and improve their situation. The key aspect: they're allowed to.
Try something like that here, the UK government would stop you. Want to set up a shack? Nope, some rich asshole owns all the land, that little unused bit is still his and you'll get evicted. Want to try to sell something? Nope, you need to jump through all the hoops and deal with the red tape to start a business. We're a culture who quite literally will not allow lower standards of living, and yet won't allow for any of the potential options that would help people do so. Hence, so many turn to dealing and using drugs, it's often their only alternative.
