can someone even explain to me how a wealth tax works?
like say i bought stocks for 1k and it goes to 100k, do i pay taxes on it then even though i didn't sell? if it goes back to zero does the government refund me the taxes i paid on unrealized gains?

Correct. It's almost as retarded as an income tax. Everyone understand that taxes discourage what is taxed when it comes to taxes on alcohol or cigs or whatever else. But when it comes to income tax, they don't think it's discouraging work even though that is what is being taxed...because taxing work would be insane and stupid. It's the same with a wealth tax: it's literally discouraging investment and savings by taxing it.

No, you do not owe anything. If you cash it out, you owe taxes on the difference, depending on how long you held the stock. This is long term vs short term capital gains.
If you bought at the peak, and cashed it out at the low point, it’s a loss and you can’t apply it towards capital gains taxes you owe. You can’t carry forward losses up to four years, I think. I haven’t had to do that.

It doesn't work and Reich is stupid. Friedman had the best solution to that: end the exemptions and lower the rates. Under his plan (eliminating cap gains and pretty much every other tax apart from income), Zuckerberg would be paying a probably 50% income tax instead of the 0% he is now.

One option is the richest of the rich take out a predesignated type of loan based on future increase in wealth that they pay off as they continue to accumulate wealth so they do not have to liquidate assets and the money from that loan goes into the tax fund.
Another option is a decided upon earning limit such as tax everything at 100% after a certain amount of wealth or income is earned ,total accumulated or annual income, whether it be 1 billion, 10 billion, or 100 billion, what ever is decided upon.

They realize it. This country is one of the worst with tax brackets. Until around 26k you pay effectively 7% income tax and get a ton of subsidies. After 26k you gain roughly 45-55% tax pressure until around 75k when it comes a stable 49%. If you wonder why everyone is working part time in Netherlands this is the reason lol. Literally only migrants on migrant benefits want to work full time nowadays.

Its so bad in many western European countries that I think its one of the leading reasons that they've sunk into irrelevance.
