Here is the part of the german constitution guaranteeing freedom of expresssion (unless we pass a law against it):

Freedom of the press and freedom of reporting by means of broadcasts and films shall be guaranteed. There shall be no censorship.

And if that wasn't clear enough here are articles 18 about how no german really has any rights at all if the regime decrees:
