The problem with these sorts of things always comes down to the youth.
Everyone's horny as fuck between 15-25. But they're also fucking stupid and think life is over at 30. So they cram as much of their base desires into that window as possible without regard to long term consequences.

A society that takes the desires of its youth seriously will inevitably decay into debauchery. Raise the voting age and things will improve.
