It was in 1990s, maybe up to early 2010s. Now it's more experimental brand that is positioned as equal to VW, below Cupra (which is below Audi). Everything new, from matrix leds to mhev was tested first in Skoda cars and prices of these models are +/- equal to their VW counterparts.

Few years ago development of IC engines was moved to Skoda, when entire German part of VAG moved to work on EV. Skoda engineers developed very nice ICE (including my favorite 1.5tsi mhev, that does literally everything better than Toyota's), while Germans working on EV failed miserably (and just started buy electric engines from Chinks).

It basically means that when it goes to ICE cars, modern Volkswagens are more Skodas, than Skodas are Volkswagens. Maybe I'm biased because my first new car was first gen Octavia, but whenever I buy Skodas (which in last 3 decades was 3 out of 8 new cars I got) I like them slightly more because they always offer something extra, while being good quality shitboxes.

Also, Seat is budget brand of VAG now. Lately they were literally advertised as "European quality at good price".
