Where I work they have all kinds of disincentives to doing that, like forfeiting accrued leave. The sanctions are more significant if you try to retire without a couple month's notice. I work at an office where the culture breeds leadership, and many of the grunts as well, to be cold and without any semblance of a humanity. Everybody stares at their phones, even on the clock.
