Who are these people who are working together to try and pull children into white vans?

Where are they meeting each other and agreeing to do this?

Given that such crimes are overwhelmingly the province of white men

it's most likely that this kid was threatened to give this description. Either by the perpetrators themselves, or by police who were paid off.

The fact that the perpetrator is described as some kind of weird hybrid of a "cholo" Hispanic and a Black gang banger makes it nearly certain that his description was fabricated and coerced.
