Much of the scarcity in impoverished african regions is caused by overpopulation straining their limited resources to their limits.
Scarcity drives conflict, which maintains instability, which prevents institutional population control measures which perpetuates the cycles of poverty. Constant armed conflict over control of resources deepens the scarcity as an armed minority monopolizes the lion's share and helps fuel explosive population growth as triumphant soldiers rape their way through subjected populations or create whole wagon-trains of sex slaves and entire extensive human trafficking systems solely to create more children to serve as soldiers in their militia.
Adding more resources to the system doesn't address the root cause, it just fuels another explosion of population growth, which quickly outpaces the resources you have added to the system, becomes monopolized by the militants and leaves everyone worse off than if you hadn't intervened.
This isn't a racist "haha there are too many darkies" it's a well documented and long understood poverty cycle that keeps these places perpetually in the shit. Building wells or schoolhouses in Africa is the pinnacle of performative activism; it's actively harmful to the communities, accomplishes nothing but can be used for marketing in the west over how altruistic a celebrity and their corporate backers are. In reality it's some company throwing money into the void to earn a tax break that nets positive for them.
