They want a managed decline that allows them to consolidate power and maintain their standard of living. There are probably tens of thousands of people indirectly involved in the supply chain of basically every piece of advanced technology you own. Killing a significant chunk of the population in a single cataclysmic event is thus off the table. And of course there's the simpler explanation that the people in power aren't actually a hyper-competent monolith, but have cliques of their own, and mostly ended up in positions of power because they sought them out and most decent people don't, so no one group of people can easily get away with starting a nuclear apocalypse.
