It's a bronze skin over a serious steel internal structure. It's supporting several tons of metal.

Cutting with shaped thermite guides would take a lot of work but would do it eventually.

However it is very tall, so your best bet may be leverage. A crane to fit chains around the midsection then a semi truck at max capacity might be able to pull it down off its foundation.

Assuming the statue isn’t solid bronze and is hollow, use car tyres around the base by cutting the tyre so you can open it and put it around the base.

Stack as many as you can; more the better, bronze is a fairly soft metal and has a lower melting point.

If there were something near the statue solid enough, one could use a come-along and tow strap or chain to pull it. You'd have to get leverage by attaching it around the head, but the advantage is that this method is relatively silent, compared to using a truck or power tools.
