Because our government is comprised of retards and ideologues lobbied by corporations that want infinite cheap labour so they don't have to pay a competitive wage. Mass immigration makes all the lines go up which means the economy is doing more gooderer, so if you're a CEO for Tim Hortons, Loblaws, or one of the big three telcos, a couple bribes here and there and it's an easy sell to ensure as many possible routes for immigration (inc. "temporary" foreign workers, "international" students, etc) remain wide open. Even better, you have all these useful "diversity is our strength" idiots that shill for immigration and screech at people opposed to it, and they do it for free!
The problem is that Canada is a post-nationalist shithole in the throes of becoming a low trust society, with a high cost of living, insane taxes, crumbling infrastructure, poor access to healthcare, noncompetitive wages, and only so much housing and so many jobs to go around, so the only people that want to move here are mainly third worlders for whom even this is an improvement, and most of them in recent years are from very specific regions in India. I don't know why that is, but it's been such a problem for such a long time that Sikh separatists from India get elected to office here and it starts affecting our foreign policy.
There have been immigrants from India in the past, like in the 70's and 80's, but they were few in number and from (I assume) the higher castes, well-educated, and came in via a strict points system for skilled and specialist labour. The Trudeau government relaxed the requirements to the point that anyone with a pulse can come in, so now pretty much any nonskilled labour position you can find here is filled by an Indian.

Basically, they'll go anywhere that they can, it's not exclusive to Canada/US/Europe, our elites are just enthused with them because they work for cheap.
