I did some reading, The Albanoi or whatever they were called were indeed an illyrian tribe that lived in the shithole mountains there. The other illyrian tribes living up north in the plains that ruled the area mixed with Celts and then with Slavs. However, those Albanoi later also mixed with Slavs and Anatolians.
The reason they have a measurable different genetic makeup is because only a small number of individuals made up that tribe, leading to a founder effect (for instance if a large group has markers X and Y, but a small detachment that just happens to only have Y moves somewhere, the descendants will only have Y even though they are from a group that had both X and Y)
