The writing for Sisko was just orders of magnitude better than for Picard. In fact the entire DS9 series was better. It's only downfall was the TNG came 1st.

Coming from an old fart mainly versed in br/arg/euro movies and stuff who didn't watch trek it back then and never really gave two fucks for sci-fi (apart from 2001 and solaris maybe) well... all things considered I gotta admit this was a show that kept me going on for more. I don't think Hollywood has the writing skill anymore to create anything as good. Well maybe a few writers but they are getting old and are few and far between.
The technical skill is also suffering as they become dependent on CGI. Modern crews can't light for shit. Early TNG had some kino lighting. Yesterday's Enterprise is probably the best example of that.

I’m glad Voyager finally gets its respect over 20 years later because when it was running nobody was talking about it. Not beyond Seven being on magazine and TV guides. It does have some of the comfy Trek episodes, despite it not being DS9 or TNG.

Gaius Baltar was my favorite character on that show (probably one of my favorite characters in all of TV actually).

Voyager was very meh. It was more of an episodic space opera sitcom than anything else. DS9 had superior characters and arcs and TNG wove in some sometimes startlingly moving philosophical social commentary, like in the episode where (back in the 90s) they wrestled sincerely with Data's agency as a sentient being, which ended up making some really moving points on what it means to be a human being in any era; or the famous "Darmok and Jalad at Tanagra" episode, which is personally one of my favorite pieces of fiction of any medium. Voyager was fun when for me mostly when it furthered TNG characters' storylines but was pretty forgettable otherwise.

Also, DS9 was just a total universe. The final shot where we zoom out and say goodbye to the characters felt earned -- and invites a further zooming out, past the fourth wall, into our own lives where we cities incorporate the lessons and the friendships and everything into our own lives.
