It means that people is demanding less bonds because they think that the debtor has become less trustworthy and see more default risk. Generally not a good thing unless you are a prone to risk as an investor. For the average joe who does not even invest, this means more inflation risk, as fiat currencies are statal debt too and correlate to bonds.
