If anything the Papacy needs LESS temporal power, not more. Catholicism works best when the local clergy are isolated from global Catholic power and have no options to grow their flock via racemixing or immigration, such as in Quebec before the end of WWII. The Quebecois nation exists today because the clergy organized French speakers under British rule and used every trick in the book to get them to breed more French Catholics. Contrast this with Catholicism elsewhere in the New World where the church blessed race mixing in what is now "Latin" America and constantly shilled for Indio rights in order to gain more converts.

Ideally the Catholic states in Europe would abandon Catholicism for better religions but barring that, the best thing to do would be to damage the power of the Pope to the point where nationalist local clergy can supersede him in real power withing their own local areas. Maybe even oust him entirely and make Sedevacantism the mainstream Catholic doctrine.

Rulers used to be richer based on the size of the lands they ruled. Then there was forced assimilation to get bigger armies and get even more.
